Oleksii Filonenko	1189c0c5a0	Change rusqlite version to "0" (semver) ... `rusqlite` fixed a build error in [0.19.0](https://github.com/jgallagher/rusqlite/releases/tag/0.19.0), which is needed to build `ripgrep-all`.
